TSSK inverts this sequence. It begins with verified reality — what is actually true, confirmed against evidence rather than assumption — and works forward from there. The sequence is non-negotiable. Skip a phase and the output is invalid.

Verify the current state against evidence. Structure built on unverified truth is wishful thinking with architecture applied.
Structure
What structure does the verified truth imply? Architecture designed to hold truth is stable as long as the truth holds.
Sovereignty
Who has authority over which decisions? Made explicit, not implicit. Sovereignty without structure is politics.
Knowledge
Capture what was decided and why. Without knowledge, each strategy cycle begins with the same errors.
